Working nights in Providence, I see this fairly often.
Last night, I saw someone come from the wrong direction down Waterman/Washington St, turn onto the little side road, and then proceed to go the wrong way up Angell Street even when I laid the horn down on them for at least five seconds.
There's one street where I'll sometimes do this purposely at night because it's wide enough to be a two way street and in a residential area. Mostly depends on time of day/whether there are any other cars around.
